Synopsis "Social Management in the Municipal Education Council of Palmas"

The aim of this study was to investigate which criteria and categories of deliberative citizenship and social management take place in the Municipal Education Council of the city of Palmas - TO. In terms of theoretical foundations, studies were carried out on social management and participation, deliberative citizenship and its categories and criteria, as well as on councils at national, state and municipal level, in which the field research was carried out. Data collection was qualitative in nature through documentary research, participation in meetings/assemblies as a listener (during 2016) and semi-structured interviews. The interviews were carried out with 16 (sixteen) councillors, including members and substitutes. Interpretation was based on the categories and criteria for evaluating deliberative citizenship developed by Tenório et al. (2008, 2010). We found that the Palmas Municipal Education Council has made little progress in terms of a truly participatory, inclusive, egalitarian, deliberative process that seeks the common good, and therefore has made little progress in terms of deliberative citizenship and social management.
