Sie ordnet das in der Schweiz im Bund und in den Kantonen etablierte Instrument, bei dem es sich der Sache nach um ein suspensives fakultatives Referendum auf Antrag des Volkes handelt, in die deutsche Systematik unmittelbarer Sachentscheidungsrechte des Volkes ein. Das Verhltnis von reprsentativer und direkter Demokratie erfhrt eine grundlegende Analyse und wird auf seine verfassungsrechtliche Essenz zurckgefhrt. Ausgehend davon zeigt die Arbeit auf, dass der verfassungsndernde Landesgesetzgeber weite, aber keine unbegrenzten Gestaltungsspielrume geniet.
