Article 13 of the National Constitution recognizes the right to equality and non-discrimination as a fundamental right. In this order of ideas, it is necessary to apply the differential approach to the actions of the State in order to guarantee real and effective equality. For this purpose to become a reality, the cooperation of all public servants is necessary. The recognition of the quality of actors as guarantors of the right to equality and the guarantee of non-discrimination in public administration is fundamental for the development of fairer societies.
